Technology Issues

Technology is revolutionising all aspects of life in the information society. A new kind of economy is emerging. The information capabilities of the new society are pervasive, making it different from industrial and agricultural societies. The introduction of ICTs in education will create new problems and issues. These issues could lead to controversies for which ‘the involved parties’ could go to ‘points of no return’. While making policies, it will be important for us to assist resolution between the controversial stands taken by the involved groups.

Timely deliberations can help avoid losses and embarrassments emanating from ‘hurried and inapposite’ decisions. Present deliberations may help us to find our vision and build the mission on the right basis. Both the developed and developing countries have to harness the opportunities and avoid the threats of new technologies. It is a challenge. It requires a high level of ‘decision-making’ by all countries, all over the world.

Apart from the identification of the issues, it is equally important to find out the problems emanating from ICTs at the pre-planning, planning, and implementation stages. While planning and implementing policies and programmes, we need to take care of all of the details relating to economy and technology and not ignore the subtle aspects of processes involved in procedures, pedagogy and ethics. Generally, such subtle detailing is left to chance. We should not allow this to happen this time. The decision-makers must develop ‘a gestalt-view’ by conjointly taking into account the substantive and the subtle aspects of their decisions.
Keeping these problems and issues in mind, ‘background material’ has been developed for the deliberations of decision-makers, so as help in the formulation of comprehensive policies for ICTs in education.
